The future rarely follows a single demand forecast.

Utilities can improve planning by evaluating multiple scenarios: normal growth, accelerated industrial development, prolonged drought, major asset failure, new environmental requirements or a combination of those pressures.

This allows investment decisions to be evaluated against different futures rather than against one static assumption.

Existing infrastructure often contains hidden capacity

Before developing a new source, organizations should understand whether additional usable supply can be created through loss reduction, pressure management, operational optimization, rehabilitation, better metering or water reuse.

In many systems, the first new source of water may not be a new reservoir. It may be better performance from infrastructure that already exists.

A strategy becomes useful when it produces projects that can actually be designed, financed, procured and implemented.

Each priority should therefore be translated into a defined intervention with technical scope, expected benefits, risk reduction, lifecycle implications and a realistic delivery pathway.
